– As part of the Administration’s efforts to enhance the security and reliability of the nation’s electrical grid, U.S. Energy Secretary  today announced an initiative to further protect the electrical grid from cyber attacks.  The “Electric Sector Cybersecurity Risk Management Maturity” project, a White House initiative led by the Department of Energy in partnership with the Department of Homeland Security (DHS), will leverage the insight of private industry and public sector experts to build on existing cybersecurity measures and strategies to create a more comprehensive and consistent approach to protecting the nation’s energy delivery system.

“This initiative is another important step forward in improving the security of the Nation’s energy infrastructure and ensuring that the country’s electrical systems remain secure, reliable and resilient,” said the energy secretary. “Establishing a comprehensive cybersecurity approach will give utility companies and grid operators another important tool to improve the grid’s ability to respond to cybersecurity risks.”

“This effort will be focused on performance-based strategies and concrete steps to measure progress of cybersecurity in the electric sector,” said White House Cybersecurity Coordinator . “It is important to understand the sector’s strengths and remaining gaps across the grid to inform investment planning and research and development, and enhance our public-private partnership efforts.”

This newest initiative, which will build on existing cybersecurity efforts by the current  Administration and industry, will develop a “maturity model” that allows utility companies and grid operators to measure their current capabilities and analyze gaps in their cyber defenses.  Maturity models, which rely on best practices to identify an organization’s strengths and weaknesses, are widely used by other sectors to improve performance, efficiency and quality.

To launch the initiative, officials from the Energy Department, the White House and DHS met earlier today with more than two dozen senior leaders from across the electric sector. Over the next several months, the Department will host a series of workshops with the private sector to draft a maturity model that can be used throughout the electric sector.

More than a dozen electric utilities and grid operators are expected to participate in the pilot program to test the maturity model, assess its effectiveness and validate results. This public-private partnership and pilot program will help develop a risk management maturity model that is expected to be made available to the electric sector later this summer.

As cyber threats to the nation’s electrical grid become increasingly sophisticated and dynamic, the Department of Energy is continuing to work closely with DHS, other government agencies, and industry to reduce the risk of energy disruptions due to cyber incidents.  For example, in September, the Department released both the Roadmap to Achieve Energy Delivery Systems Cybersecurity and a Cybersecurity Risk Management Process Guideline that establish frameworks and processes to help the electricity sector manage cybersecurity risk.  The initiative launched today builds on these existing efforts by taking a more tactical approach that works well for the entire electric sector.

Humbug and Scrooge , AGAIN?

When I post a blog like the “Christmas Fatalities” blog post , I expect to get some interesting comments. I must say, I deleted all the comments (3) that came in.

The authors called me a bigot and  a racist and money hungry. I don’t understand how we got to the bigot or racist part. I did make a comment about a handy man having no insurance. That was in response to all the DIY people that hang Christmas lights and install electrical outlets when the breaker keeps tripping.

If you have electrical work done at your home, be sure that you check to see if the people you hired are licensed by the State and local authorities. In Texas, you can go to this site-

and check to see if the workmen are legal . ( insurance, license, contractors license ) All three of these are required to perform electrical work in Texas. Just because a workman shows you an electrical license; does not mean that they can work at your home legally. Texas requires that you work under an Electrical Contractor (separate license) and that you carry appropriate insurance.

I am constantly amazed at the poor quality of work and dangerous installations we find as we come behind unlicensed workers to repair and replace the work they have done. When someone tells me how much cheaper it is to hire the lawn guy or an off-duty fireman, I relate to them the danger involved to the homeowner and the workman. The danger of electrical shock or even death.

So if you call me money-hungry, understand that my electricians are well trained, licensed, insured, and we carry Workman’s comp insurance. I can relate horror stories to you about the uninsured worker that fell off a roof and sued the homeowner for over $100,000. So, please tell me how cheap was this handyman. Especially when you factor in the poor work and the lawsuit.

Christmas Fatalities

The last few days , I have been working in various stores around the DFW area. The stores are a  big box store that sells home improvement etc. They have an orange Depot sign on the front of their stores.

 

I spend time at each of these stores to help the sales staff in the electrical dept. This will in turn help me generate sales with the work we do outside the store.

 

Two – three times per hour, a customer will come to the electrical dept and ask where he/she can find the double ended (male end ) electrical cord.  We explain to the customer that this is a very dangerous situation and you should not attempt to reverse the electrical hookups from your house to the Christmas lights.

Most people swear that they bought one last year at Lowes and we should have this cord on the shelf. ( We call this cord , a Suicide Cord)  We explain to them that only bad things and fire and possibly death would occur if you make one of these cords and use it.

They don’t listen. They shake their head and mutter something about stupid employees and say they are now going to Lowes.  I don’t know what to say, except; I hope you have good insurance.

Retail Rates/Prices and Consumption
In this section, we look at what electricity costs and how much is purchased. Charges for retail electric service are based primarily on rates approved by State regulators. However, a number of states have allowed retail marketers to compete to serve customers and these competitive retail suppliers offer electricity at a market-based price.

EIA does not directly collect retail electricity rates or prices. However, using data on retail sales revenues and volumes, we calculate average retail revenues per kWh as a proxy for retail rates and prices. Retail sales volumes are presented as a proxy for end-use electricity consumption.

The average cost of electricity, rose in much of the country, except for many northeast and southwest states. The largest increase in revenue per kilowatthour occurred in Hawaii, where oil is the predominant fuel for electricity generation and where the cost of oil rose over 59 percent in the last year. The largest decline was seen in Idaho, which dropped 12 percent between September 2010 and September 2011.

The cost of coal for electricity generation increased in a number of states around the country when compared to September of 2010, which may have helped to increase average revenues in states that burn a lot of coal, such as Arkansas, Montana, and South Carolina.

Texas retail average revenue in September increased 2% compared to September 2010. September data includes retail sales in the latter part of August when wholesale prices were unusually high (see last month’s Feature Story). The small increase in average revenues indicate that customers have so far been insolated from the high prices in the wholesale market.

The cost of electricity increased in every customer class, with the residential sector exhibiting the largest increase in average revenue per kilowatthour, up 2.6 percent to a nationwide average of 12.26 cents per kilowatthour. While the cost of electricity was up across all sectors, actual sales of electricity fell in all sectors except the industrial sector, which saw a slight increase in sales of 0.1 percent over the last year. Industrial sector is much more insulated from climatic forces than the residential and commercial sectors, for which space heating and cooling contribute a large percentage of total energy use.

Changes in retail sales of electricity between September 2010 and September 2011 appear to be primarily weather driven. Retail sales stayed the same or declined for the entire eastern seaboard and the Midwest. Nearly the entire western and southwestern United States saw an increase in retail sales of electricity between September 2010 and September 2011.

The geographic pattern of changes in retail sales is generally consistent with the pattern of changes in cooling degree-days between this September and September 2010 (see map below), with the notable exception of the Four-Corners states (AZ, NM, CO, UT). For these states, high temperatures drove the increase in electric sales as residences and businesses used more air conditioning to cool their premises.

There are a few states, along the Canadian border, that have been shaded grey. This is because last year, in September, it was cooler in those states, and so they had fewer than 30 cooling degree days (CDDs). September of this year was warmer in those states, resulting in significantly higher CDDs, which led to percentage increases of well over 100 percent.

The second tab shows a U.S. map of changes in cooling degree-days between September 2011 and the 30-year average. It shows that September temperatures were significantly above normal in much of the United States, except for a large portion of the country in the Mississippi River Valley.
